Manning’s holding conditions. UN Special Rapporteur on Torture Juan E. Mendez has expressed that he is “deeply disappointed and disturbed” by the US’s refusal to allow one-on-one meetings with the accused private. Reports indicate that there were sustained busy signals on both numbers, which is a good sign.
